The Texas A & M University hosts an interactive site that allows the user to select a family of vascular plant and drill down through the various genus of the family and further down to list of species of each genus. A user can also filter the species list to those species found in a particular state.
The first of the next two links provides an introduction to the scientific approach to the plant identification process. It is part of the Botany online - The Internet Hypertextbook which is hosted by the Univerity of Hamburg in Germany. Although it tends to get very scientific at many points, some basics can be gained by skimming through it.
The second link leads to a page that could be used to identify likely plant families (from a set of 400+ families) by checking the appropriate items in a list of 180 plant features. Be sure to check the appropriate continent at the bottom of the list.
If you find the second link useful, you may want to download a Windows program that provides similar functionality. The 3rd link will take you to the UC Berkeley site where you can get Meka.
The University of California at Berkeley has an extensive collection of photos of plants and wildflowers that can be searched. However, the search process requires that the user already know the common or scientific name of the plant or flower. This may be helpful if you believe you know the name and need additional validation.
